Structure of the 7th Pay Commission
The commission is expected to submit its recommendations as expeditiously as practicable, preferably within a period of six months from the date of the resolution’s publication. The appointed committee comprises:
- Chairperson: Shri Atanu Chakraborty, IAS, Retd. Secretary to the Government of India.
- Members: Dr. Partha Mukhopadhyay (Senior Fellow at Centre for Policy Research) and Dr. Partha Pratim Pal (Professor of Economics, IIM Calcutta).
- Member Secretary: Shri Devi Prasad Karanam, IAS, Secretary to the Government of West Bengal, Finance Department.
Review of DA, HRA, and Key Allowances
The terms of reference clearly mandate the commission to review vital financial components of the salary structure:
- Dearness Allowance (DA): The panel is instructed to review the existing Dearness Allowance and recommend an appropriate formulation for the proposed pay structure.
- House Rent Allowance (HRA) & Special Allowances: Existing allowances, concessions, and Travelling Allowances will be reviewed and rationalized to address the multiplicity of current allowances.
- Medical & Pension Benefits: The commission will evaluate the current Pension and allied benefits under the existing Death-cum-Retirement Benefit (DCRB) schemes, including medical benefits, to suggest desirable and feasible changes.
